PACT Act made vape processing harder than ever.

Vape and e-cigarette processing has gotten progressively harder over the past five years. The PACT Act amendment in 2021 reclassified ENDS (electronic nicotine delivery systems) under federal tobacco rules — meaning vape sellers must now follow the same shipping, registration, and tax-collection requirements as cigarette retailers. USPS won't ship most vape products. Most major carriers (FedEx, UPS) have ceased vape shipments. Mainstream processors (Stripe, Square, PayPal) prohibit vape sales entirely.

The result for vape and smoke shop operators: compliance complexity that requires specialized infrastructure, combined with payment processing that mainstream platforms won't touch. Operators who don't have the right processing setup often find themselves locked out of online sales entirely.

Payment Gurus boards vape, e-cigarette, and smoke shop merchants with sponsor banks experienced in the tobacco vertical. We pair processing with the age-verification, PACT-compliant shipping, and tax-collection infrastructure online tobacco sales require — so your business operates on the right side of federal compliance while still accepting cards.

How we structure your account

The Payment Gurus approach.

Each high-risk account gets a custom placement strategy — not a one-size-fits-all retail boarding flow. Here's what that looks like for vape.

Products we process

Open-system vapes and mods, closed-system pod devices, e-liquids and salts, disposable vapes (where state-legal), traditional tobacco (cigarettes, cigars, pipe tobacco), hookah and shisha products, smoke shop accessories (papers, glass, grinders), and CBD/hemp products sold through smoke shops (boarded separately on our CBD MIDs).

PACT Act compliance for online sales

Online vape and tobacco sales must comply with the PACT Act: register with the ATF, file monthly sales reports with state tax authorities for every state you ship to, collect state and local tobacco excise taxes, age-verify customers at delivery, and use a PACT Act-approved carrier (most major carriers have stopped vape shipping). We connect you with PACT-compliant infrastructure providers so your processing isn't held back by shipping limitations.

Age verification at checkout & delivery

Federal law requires age verification at purchase (for vape and tobacco eCommerce) and at delivery (for any tobacco product shipped to a residence). We integrate with age-verification providers (Veratad, BlueCheck, AgeChecker.net) at the gateway level so your checkout includes a real ID check — not a self-attestation checkbox that won't survive a compliance review.

Multiple state legal frameworks

Vape and tobacco regulations vary dramatically by state: flavored vape bans, age-21 sales requirements (T21), online sale restrictions, and product registration rules. We help structure your processing so you only accept transactions from states where your products are legal — protecting your account and your license.

Frequently asked

Vape & Smoke Shop Processing questions.

Why won't Stripe or Square process vape sales?

Both Stripe and Square explicitly prohibit vape, e-cigarette, and tobacco sales in their acceptable use policies. After the PACT Act amendments in 2021 reclassified ENDS under federal tobacco rules, mainstream processors universally exited the category. The only path forward for online vape sales is a specialized high-risk merchant account paired with PACT-compliant shipping infrastructure.

Can I ship vape products via USPS?

No. USPS prohibits the mailing of ENDS products under the PACT Act amendments. UPS, FedEx, and DHL have also ceased domestic shipping of most vape products. Online vape retailers now ship through specialized PACT-compliant carriers (X Delivery, UDS, etc.) at higher costs. We connect you with carrier options as part of boarding.

What's required to sell vape online legally?

Federal requirements include: ATF/TTB registration, age verification at purchase and delivery, monthly PACT Act sales reporting to every state shipped to, collection and remittance of state and local tobacco excise taxes, use of an approved carrier, and compliance with state-by-state product registration and flavor restrictions. We help structure this entire stack alongside your processing.

Do you process disposable vapes?

We process FDA-marketed disposable vapes from manufacturers who've submitted PMTA (Premarket Tobacco Product Applications). Unauthorized disposables (especially imported flavored products that haven't gone through PMTA) are a higher risk because of FDA enforcement actions. We evaluate disposable product mixes case-by-case.

What's the typical pricing for a vape merchant account?

Vape processing typically runs 3.5–5% all-in depending on volume, average ticket, and your compliance posture. Higher-compliance operations (proper age verification, PACT registration, clean product mix) price lower. We price interchange-plus with full disclosure.
